Mr. Danelo writes regular articles for the U.S. Naval Institute’s flagship publication, Proceedings and has written a review of the HBO movie, Taking Chance which airs Feb 21, 2009. HBO’s movie, Taking Chance was written by Ross Katz and Michael Stobl. The movie is a dignified rendering of Marine Corps Lt. Col Michael Stobl’s escort home of a Marine slain in Iraq. It pays tribute not only to those who have died in battle, but also to all who bear witness to their final journey home.

Unfunded pensions are becoming a big problem in the U.S. today. The local NPR station here in Chicago just did a piece on this and I found it so troubling that I wanted to address this topic on the show this week. The state of Illinois, for example, is one of the worst in the nation when it comes to setting aside enough money for its pension plans. In an analysis of the states' pension funds in 2008, Illinois had set aside just 54 percent of the money that's been promised to its state workers and retirees. So basically, every man, woman and child in the state of Illinois is on the hook for $6,031 in pension promises that the state doesn’t have the assets for. And this is happening in other areas of the U.S. too. It’s a growing, national problem that needs to be addressed.

IL House Bills 146 and 149 were introduced last week. Both bills signify an attempt to change pension benefits for current State of Illinois employees that participate in the 5 state controlled funds plus the Illinois Municipal Retirement Fund (IMRF). Will they have a chance? Is the Illinois Constitution able to withstand a court challenge? If these bills gain momentum can we expect the same action to be taken against the Downstate Pension Funds (local police and fire)? You bet we can. The retirees of Prichard, Alabama spoke out on the fact that their pension fund has run dry. Since September 2009 the retirees have not received any payments from their pension fund. We heard of retirees filing bankruptcies, having to sell their cars, applying for food stamps, getting behind on mortgages, getting donations from strangers and bake sales just to make ends meet. The decision is in on Dukes case. The Illinois Appellate Court decided by a vote of 2 to 1 in favor of the Northlake Police Pension Board. As Africas population grows, so does the number of older people. Traditionally, extended families have taken care of elderly members but thats now changing, meaning aging Africans are facing new problems. Convincing people that elderly in Africa are in need of help is no easy task. The major preconception is that they live happily with their extended families, but old people with no family support have to rely on handouts from charities. Very few countries have pension systems set up to support their aging population in Africa. Most African countries do not have meaningful publicly managed pension and social security systems, though some form of pension coverage is available in a limited number of countries. For example, universal pension systems operate in Botswana, Mauritius and Namibia, whilst a means tested public pension is available in South Africa. Social pensions also operate in Lesotho and Senegal, whilst occupation pensions are available, albeit for a limited percentage of the population, in countries such as Nigeria and Kenya. However, it should be noted that the majority of people in the region work in the informal sector and are therefore not covered by these schemes, implying that they rely on informal arrangements and their own/ family resources. What social schemes are available to cover pensions and health benefit for dependent aging population in African countries? What are the opportunity costs of not having adequate health care infrastructure for the elderly in African communities?

At Veterans Aid our mission is to bring the Improved Pension to National attention making it as common knowledge as Social Security, Medicare and Medicaid. The Veterans Administration offers Aid and Attendance as part of an Improved Pension Benefit that is largely unknown. This Improved Pension allows for Veterans and surviving spouses who require the regular attendance of another person to assist in eating, bathing, dressing, undressing, medication dosing, or taking care of the needs of nature to receive additional monetary benefits. It also includes individuals who are blind or a patient in a nursing home because of mental or physical incapacity. Assisted care in an Assisted Living facility also qualifies. This most important benefit is overlooked by many families with Veterans or surviving spouses who need additional monies to help care for ailing parents or loved ones. This is a Pension Benefit and IS NOT dependent upon service-related injuries for compensation. Aid and Attendance can help pay for care in the home, Nursing Home or Assisted Living facility. A Veteran is eligible for up to $1,632 per month, while a surviving spouse is eligible for up to $1,055 per month. A couple is eligible for up to $1,949 per month*. The Aid and Attendance Benefit is considered to be the third tier of the VAs Improved Pension. The other two tiers are known as, Basic & Housebound. Each tier has its own level of benefits and qualifications. While the objective of Veterans Aid is to disseminate information on the Aid and Attendance level of the Pension, often referred to as aid and attendance, we encourage you to view the other two levels in the event you or your loved one does not qualify for aid and attendance.
